Saudi Arabia's SABER Certification vs. CST Certification
The Communications, Space and Technology Committee (CST) announced that, effective February 12, 2025, the type approval process for communications equipment has been transferred to the SABER platform, which previously only managed import/customs clearance applications through the Saudi Standards, Metrology and Quality Organization (SASO).
CST will no longer issue RF type approval certificates through the CST portal. Any equipment requiring CST approval will now be issued certificates through the SABER platform.
Preliminary discussions with regulatory bodies have revealed that only certain product categories and HS codes now require CST approval; the SASO implementation process remains unchanged.
The controlled product list has been expanded to include more products, such as HS codes 8471 (Tablet/Laptop/Server/RFID/GPON, etc.), 8517 (Router/Microphone/SmartWatch/Headphone/Headset/UWB, etc.), and 8526 (GPS/Radar, etc.). Manufacturers and importers should be aware of any new CST type approval requirements for their products.

The scope of Saudi CST certification applies to all telecommunications and radio equipment entering the Saudi Arabian market.
Examples include: radio navigation aids; vehicle GPS tracking and positioning devices; desktop computers; other antennas and reflector antennas; antennas to enhance telephone networks; wireless headsets; satellite VoIP phones (Thuraya, etc.); cellular mobile phones; wireless access point equipment; telephone call measurement equipment; transmission devices; mobile SIM cards; GPS vehicle trackers; telephones with bank card reading or payment functions; tablet computers; laptops; railway tram equipment; radio remote control devices; radar devices; equipment for remote transmission or reception of signals; routers, etc.

Saudi CST Certification Application Documents:
* Application form;
* Product manual (English/Arabic);
* Product RF parameters;
* RF test report; and the importer's business license.

Saudi CST Certification Process:
* Document Preparation: Prepare the application form, product manual, specifications, test report, etc. The test report must be issued by a qualified CNAS laboratory.
* Application Submission: Submit the application through the SABER system. • SABER CB Technical Review: The submitted application materials are reviewed, including their completeness, the technical feasibility of the service, and the applicant's qualifications.
• Feedback and Resubmission: If any issues are found, the agency will provide feedback to the applicant, who must then revise and improve the application before resubmitting it.
• Certificate Issuance: Upon successful review, SABER will issue the corresponding certificate.
