CTA Network Access Permit Application Process and Required Documents
I. What is a CTA?
The state implements a network access licensing system for telecommunications terminal equipment, radio communication equipment, and telecommunications equipment involved in inter-network interconnection used to access public telecommunications networks. Telecommunications equipment must obtain a network access license; equipment without a network access license may not be connected to public telecommunications networks or sold domestically.
II. Telecommunications Equipment Network Access Certification Certificate
Regarding network access licenses, the state implements a network access licensing system for telecommunications terminal equipment, radio communication equipment, and telecommunications equipment involved in inter-network interconnection used to access public telecommunications networks. Telecommunications equipment subject to the network access licensing system must obtain a network access license issued by the Ministry of Information Industry; equipment without a network access license may not be connected to public telecommunications networks or sold domestically. The network access license certificate contains the certificate number, applicant, manufacturer, equipment name, equipment model, place of origin, remarks, certificate issuance date, and certificate expiration date. Network access licenses are generally valid for three years.
III. Network Access License Application Materials
1. Application Form (two copies)
2. Letter of Authorization (two copies)
3. Customer's Business License
4. Customer's ISO certificate or company profile and capability statement
5. Product circuit diagram, manual, block diagram, and relevant test reports (such as FCC ID)
6. Antenna Peak Gain and Antenna Pattern
7. Test Directions
8. Company's Business License (must be valid for annual inspection)
9. Three color photos of the EUT (must include all interfaces and sides)
10. Frequency Channel Comparison Chart (required only for products with multiple operating channels, such as DSSS or FHSS)
Documents Required for Obtaining a License: 1. 3C Certification (if the product is within the scope of the China Compulsory Certification (CCC)) 2. EMC Test Report 3. Laboratory Test Report 4. MTnet Test Report 5. SRRC Certificate
IV. General Network Access License Test Items:
1. Information Security and Functionality 2. WCDMA performance includes RF reception performance, data reception performance, audio performance, information security protocol, interoperability protocol, and interoperability between the card and the terminal. 3. GSM performance includes RF reception performance, data reception performance, audio performance, information security protocol, and interoperability protocol. 4. TD-SCDMA performance includes RF reception performance, data reception performance, audio performance, information security protocol, interoperability protocol, and interoperability between the card and the terminal. 5. GSM network interoperability. 6. WCDMA network interoperability. 7. TD-SCDMA network interoperability. 8. Electromagnetic information security includes radiated continuous disturbance, conducted continuous disturbance, electrostatic discharge immunity, radiated disturbance immunity, and RF field-induced conducted disturbance immunity. 9. Electromagnetic interoperability performance includes total radiated power, total isotropic sensitivity, and SAR specific absorption rate.
