BTK Certification Process in Turkey: A Guide to Type Acceptance for Wireless and Telecommunications Products Entering the Turkish Market
The legal basis for BTK certification primarily stems from Laws 5809 and 5369 of the Electronic Communications Law, requiring all wireless and telecommunications equipment sold in the Turkish market to pass type acceptance. The certification scope covers wireless communication equipment such as 2G/3G/4G/5G devices, Wi-Fi products, Bluetooth devices, and RFID systems, as well as telecommunications terminal equipment such as fixed-line telephones, exchanges, and modems.
The first step in the process is determining the product category. Companies need to accurately classify their products according to the functional characteristics of the equipment, as the technical requirements and testing standards differ between categories. For example, Wi-Fi devices operating in the 2.4GHz band must comply with the TR RTTE directive's limits on transmit power, spectrum mask, and out-of-band emissions. Devices supporting 5G NR require additional compliance with specific requirements for the n78 band (3.4-3.8GHz).
Prepared technical documentation is crucial for certification. Applicants must compile complete technical documentation, including product specifications, circuit diagrams, PCB layouts, user manuals, and a list of key components. It is particularly important that all RF test reports be issued by BTK-accredited laboratories, and the test prototype must represent the mass-production version. For products with a modular structure, module certification simplifies the overall certification process, but module certification certificates and integration specifications are still required.
The testing phase must focus on Turkish localization requirements. In addition to standard RF parameter and electromagnetic compatibility testing, the device must support Turkish menu display, and the power adapter must conform to Turkish plug standards. Wireless devices also require spectrum usage fee assessments, with fees calculated based on device type and usage scenario. Common failure points during testing include: exceeding the permitted transmission power range, failing frequency deviation standards, and exceeding harmonic radiation limits.
During the application submission stage, companies need to complete registration through the BTK electronic portal system. Required materials include: company registration certificate, power of attorney for authorized representative, technical construction file, and original test reports. Non-Turkish companies must designate a local authorized representative, who will bear joint and several obligations regarding the product conformity declaration and legal liability. The approval cycle is typically 4-6 weeks, during which the BTK expert committee will conduct a comprehensive review of the technical documents.
After obtaining certification, companies must affix the BTK certification mark to a prominent location on the product. The mark should include the certification number and the issuing body code. It is important to note that the certificate is valid for 3 years, and the renewal process must be initiated 6 months before the certificate expires. Any design changes affecting the device's RF parameters or electromagnetic compatibility characteristics must be resubmitted as a change application.
Regarding common issues, many companies easily overlook Turkey's specific labeling requirements. In addition to the standard CE marking, products must include information about the Turkish importer and contact details for technical support. Additionally, for multi-band devices, it is necessary to ensure that prohibited frequency bands are software-locked and provide corresponding locking proof.
With the 2023 update to Turkey's regulations on the use of wireless equipment, specific requirements for IoT devices have been added. Devices using LPWAN technology require additional network access protocols, and devices using the 868MHz band must comply with new duty cycle restrictions. These changes require companies to pay close attention to regulatory updates and ensure their products continue to meet requirements.
Companies that successfully obtain BTK certification will gain market access in Turkey, but must be aware of subsequent market supervision. BTK conducts regular market inspections and takes measures such as market withdrawal and fines against non-compliant products. Therefore, it is recommended that companies establish a comprehensive quality traceability system and retain complete production records and test data.
By systematically understanding the entire BTK certification process, companies can complete product compliance work more efficiently. It is recommended to establish communication with the certification body at the beginning of the project to identify potential risks in advance. Professional certification consulting service agencies can help companies shorten the certification cycle, avoid common pitfalls, and ensure that products quickly and compliantly enter the Turkish market.
