Australia has included LED lights in its energy efficiency regulatory system for the first time, issuing the 2025 Resolution on Minimum Greenhouse and Energy Standards for LED Lighting. This resolution aims to improve energy efficiency and reduce greenhouse gas emissions. The following are the core contents:
1. Scope of Application and Effective Date
1.1 Applicable Products:
General requirements for LED lamps are as follows:
1.1.1 Chromaticity coordinates within the following ranges:
(a) Luminous flux per square millimeter of projected area < 500 lm
(b) Luminous flux between 100 and 82,000 lumens;
(c) Contains one or more LED lamp beads
1.1.2 Single lamp caps:
(a) BA15d, B15d, B22d, E11, E12, E13, E14, E17, E26, E27, E39, E40, GU10, GZ10,
GX10, GU24, GX53, G9;
(b) Bi-pin lamp caps G4, GU4, GY4, GZ4, GU5.3, GX5.3, G6.35, GY6.35, GU7, G53.
1.1.3 Double-ended lamps, LED lamp length 550mm-1500mm:
(a) G5, G13
(b) GX16t-5
1.2 Effective Date: March 3, 2026 (Registered in the Federal Register of Legislation on March 3, 2025, with a one-year transition period).
2. Core Requirements
2.1 Minimum Energy Performance Standards (MEPS): Sets a baseline energy efficiency threshold for LED lamps.
2.2 Mandatory Packaging and Labeling: Requires products to display energy efficiency information to help consumers identify high-efficiency models.
2.3 Inventory imported before March 3, 2026, is allowed to continue to be sold under the old regulations (pursuant to sections 16-19 of the Minimum Greenhouse and Energy Standards Act 2012).
3. Policy Objectives and Impacts
3.1 Alignment with EU Standards: Target alignment with EU lighting ecodesign regulations as closely as possible to enhance international consistency.
3.2 Phase-out of Inefficient Lighting Products:
3.2.1 Starting in October 2025, gradually ban the sale of most incandescent reflector lamps and non-directional lamps (including halogen lamps).
3.2.2 Promote a market shift toward high-efficiency LED lamps.
3.3 Energy and Cost Savings: Reduce electricity consumption, lower household expenses, and reduce carbon emissions.
3.4 Incentivize Technological Innovation: Promote business investment in advanced LED technology.
