Interpretation of the Electronic Cigarette Lithium Battery Safety Standard "SJ/T 11796-2022"
Content Overview:
According to the Announcement No. 10 of 2022 of the Ministry of Industry and Information Technology of the People's Republic of China, the electronics industry standard SJ/T 11796-2022, "General Specification for Lithium-ion Batteries and Battery Packs for Electronic Cigarettes," has been approved and issued by the Ministry of Industry and Information Technology and will officially come into effect on July 1, 2022.

Lithium-ion Batteries and Battery Packs for Electronic Cigarettes
Applicable Region: Mainland China
Mandatory: No
Test Standard: SJ/T 11796-2022
Test Items:
1. Labeling and Related Requirements:
1.1 Labeling Requirements
Batteries and battery packs must be clearly legible and labeled in simplified Chinese. Labeling must include at least: product name, model, rated capacity, rated energy, nominal voltage, charge limit voltage, polarity identification, manufacturer, and date of production.
1.2 Warning Statements:
The battery pack body or the smallest packaging must have Chinese warning statements.
1.3 Capacity Requirements:
The capacity of the battery cell and battery pack must exceed the rated capacity and must not be falsely labeled.
2. Performance Testing
Initial Capacity, High-Temperature Capacity, Low-Temperature Capacity, Rate Discharge, Charge Retention, Capacity Recovery, Cycle Life, Internal Resistance
3. Safety Testing
External High Temperature, Short-Circuit Overcharge, Forced Discharge, Low Pressure, Temperature Cycling, Vibration, Acceleration Shock, Drop, Extrusion, Heavy Object Impact, Thermal Abuse, Flame Jet, Washing
4. Battery Pack Protection Circuit and System Protection Circuit Testing
4.1 Overvoltage Charge Protection, Undervoltage Discharge Protection, Overcurrent Charge Protection, Overcurrent Discharge Protection, High-Temperature Operation, Short-Circuit Protection, Continuous Discharge
4.2 Charge voltage control, charge current control, discharge voltage control, discharge current control, charge and discharge temperature control
Test samples: 25 battery cells, 10 smoking devices, 1 complete e-cigarette
Cycle: 3 weeks
Validity period: Updated according to standards
Factory audit required: No

4. List of safety-critical components/parts/materials
5. Registration certificates of the applicant, manufacturer, and production plant, such as a business license
6. Battery cell and battery specifications
Certification testing process: Complete and submit application form and other documents → Submit samples → Test and evaluation → Pass the test → Issue a draft report → Confirm the draft report and issue a final report
