Effective August 1, 2025, the EU Wireless RED-DA Regulation will become mandatory. The CE-RED Directive, Directive No. 2014/53/EU, is the EU's mandatory directive for radio equipment. RED-DA is specified based on RED, with Directive No. (EU) 2023/2444, and the following standards: EN18031-1, EN18031-2, EN 18031-3.


The main products covered include:

Electronic devices with wireless functionality, telecommunications equipment, IoT devices, toys and childcare equipment, wearable devices, special industry equipment, financial transaction products, smart alarm devices. Medical devices, motor vehicles and their components, and road toll systems are exempt.

What is EN 18031?

EN 18031 is the EU's cybersecurity standard for radio equipment, aimed at implementing the requirements of the Radio Equipment Directive (CE-RED Directive 2014/53/EU) regarding cybersecurity, privacy protection, and anti-fraud measures. The standard is jointly published by the European Committee for Standardization (CEN) and the European Committee for Electrotechnical Standardization (CENELEC), and is divided into three sub-standards: EN18031-1:2024, EN18031-2:2024, and EN18031-3:2024, with a total of 14 core security requirements to ensure the security of devices in scenarios involving cyberattacks, data breaches, and fraud.

Implementation and Penalties:

The EN 18031 series of standards was officially published in August 2024 and will be enforced starting August 1, 2025. The European Commission included it in the list of harmonized standards under the RED Directive on January 30, 2025. Products that fail to obtain certification will be prohibited from sale in the EU market at that time. Companies must complete compliance adjustments by this date. Products already on the market during the transition period (before August 1, 2025) may continue to circulate, but new production batches must comply with the standards. Non-compliance will result in product removal from shelves, inability to clear customs, and fines of up to 4% of annual turnover.
