I. Scope of Application
01 Product Categories
- Consumer general-purpose computer hardware systems and their operating systems, including desktop computers, laptops, smartphones, tablets, etc., but excluding individual components such as motherboards, memory chips, and monitors.
- Self-service terminals, including POS machines, ATMs, ticket vending machines, check-in kiosks, and interactive self-service terminals providing information. Excludes terminals installed as integrated components in vehicles, aircraft, vessels, or rolling stock.
- Consumer terminal devices with interactive computing capabilities, including routers, gateways, CPE, and other information modulation products.
- Consumer terminal devices with interactive computing capabilities, such as televisions and set-top boxes, used to access audiovisual media services.
- E-readers, such as dedicated devices for accessing e-book files.
02 Service Categories
- E-commerce services, such as official online product stores.
- Electronic communications services, excluding transmission services providing machine-to-machine services, including those applicable to emergency calls responding to the single European number “112”.
- Services for accessing audiovisual media services.
- Components of air, road, rail, and water passenger transport services.
- Personal banking services.
- E-books and dedicated software.
03 Transitional Measures for Service Categories
- Requirements for “112” emergency communications may be deferred until June 28, 2027, at the latest.
- For service providers, service contracts concluded before June 28, 2025, may remain valid until expiration.
- For service providers, self-service terminal equipment lawfully used before June 28, 2025, may continue providing similar services until reaching the end of its economic useful life.
04 Websites and Mobile Applications Exempt from Application
- Pre-recorded videos and office document formats published before June 28, 2025.
- Online maps and mapping services where key information is provided in an accessible digital format.
- Content on websites and mobile applications of an archival nature will no longer be updated or edited after June 28, 2025.
- Third-party content that is neither funded, developed, nor controlled by the relevant economic operator.
