On August 15, 2025, Canada's ISED released standard updates for RSS-102.SAR.MEAS, Issue 2, and RSS-102.SAR.SIM, Issue 1.
The main updates to RSS-102.SAR.MEAS, Issue 2, are as follows:
Added requirements and guidelines for Time-Averaged Specific Absorption Rate (TAS) for algorithm approval and final product implementation, including Wireless Wide Area Network (WWAN), Wireless Local Area Network (WLAN), Non-Terrestrial Network (NTN), and Bluetooth (BT).
Added Time-Averaged Absorption Power Density (TA-APD) requirements for WLAN devices operating at frequencies between 5925-7125 MHz.
New TAS measurement requirements have been added, allowing the use of array Level 2 fast SAR systems compliant with the IEC/IEEE 62209-1528 standard for TAS measurements.
Test procedures for foldable devices have been clarified.
New requirements for TAS foldable devices and spatially separated antennas have been added.
New requirements for various TAS applications have been added.
New TAS motion sensor guidelines have been added.
New test methods for devices with protrusions have been added.
RSS-102.SAR.SIM, Issue 1, primarily updated as follows:
The content of RSS-102.SAR.SIM, Issue 1, is nearly identical to SPR-002 Issue 2, but with the following differences:
SAR measurement requirements are located in RSS-102.SAR.MEAS, Issue 1.
Requirements for nerve stimulation (NS) related measurements are located in RSS-102.NS.MEAS, Issue 1.
Requirements for NS-related simulations are located in RSS-102.NS.SIM, Issue 1.
The frequency range has been expanded from 100 kHz to 6 GHz, with corresponding adjustments to dielectric properties.
The SAM human model has been introduced.
Requirements for uncertainty calculations have been clarified.
