Introduction to CE Certification
CE certification is a safety certification mark, which is regarded as a passport for manufacturers to open and enter the European market. In the EU market, the "CE" mark is a compulsory certification mark, which indicates that the product meets the basic requirements of relevant EU directives and coordinated standards. For waterproof membranes, obtaining CE certification can prove that it meets relevant quality and safety standards in the EU region and can be legally circulated in EU countries.
ØDirectives and harmonized standards for CE certification of waterproof membranes
ŸConstruction Products Directive (CPD)/Construction Products Regulation (CPR)
In the past, waterproof membranes mainly followed the Construction Products Directive (CPD), which stipulated the basic requirements that construction products must meet to be sold on the EU market, such as mechanical strength, stability, fire resistance, health and hygiene, and the environment. Now CPD is gradually being replaced by the Construction Products Regulation (CPR). CPR strengthens the requirements for the performance of construction products on the basis of CPD and stipulates a stricter certification process.
For example, waterproof membranes need to meet certain tensile strength and tear strength standards to ensure that they will not break easily during the use of the building, which involves requirements for mechanical properties; in terms of fire resistance, according to the different uses of the building (such as residential, commercial buildings, etc.), the waterproof membrane needs to meet the corresponding fire rating standards.

EN 13859-1: Flexible sheets for waterproofing – Definitions and characteristics of underlays – Part 1: Underlays for discontinuous roofing
EN 13859-2: Flexible sheets for waterproofing – Definitions and characteristics of underlays – Part 2: Underlays for walls.
ØProcess of applying for CE certification for waterproof membrane
1. Determine the type of product that needs to be certified and submit an application
2. Determine the European product directive. The waterproof membrane must comply with the new EU Construction Products Regulation CPR 305/2011/EU
3. Determine the European harmonized standards. The waterproof membrane must comply with the harmonized standards
4. Test and evaluate according to the CPR directive and harmonized standards. The EU notified body conducts according to certification system 1 or system 3
5. Obtain a test report and certificate issued by the EU notified body (if certification according to system 1 requires factory inspection)
6. Issue a product performance declaration (Declaration of Performance)
7. Affix the CE mark with the notified body code to the product packaging
8. Sell freely in the European market
