UAE ECAS Certification: Conformity Assessment and ESMA Mark Application Process
UAE ECAS Certification: Conformity Assessment and ESMA Mark Application Process
I. Key Points of ECAS Certification
1. Regulatory Authority
ESMA (Emirates Authority for Standardization and Metrology) is the main certifier. Accredited laboratories include: DEKRA, TÜV Middle East, and Intertek UAE.
2. Applicable Product Scope
Categories | Typical Products | Applicable Standards
Household Appliances | Air Conditioners, Refrigerators, Washing Machines | UAE.S 5019 (equivalent to IEC 60335)
Lighting Products | LED Bulbs, Light Fixtures | UAE.S 5005 (equivalent to IEC 60598)
Electronic Devices | Mobile Phones, Laptops | UAE.S 5033 (equivalent to IEC 60950)
New Energy Equipment | Photovoltaic Inverters, Charging Piles | UAE.S 6001 (added in 2024)
Note: From January 2024, wireless charging equipment is included in the mandatory certification scope.
II. ECAS Certification Application Process
Step 1: Confirm Product Category
Mandatory Certification Products: Require ECAS certification + ESMA mark (ESMA official website list)
Voluntary Certification Products: Can apply for G-mark (GCC general certification)
Step 2: Select Certification Path
Path Applicable Conditions Requirements Type Certification Batch Export Sample Testing + Registration Batch Certification Single Import Each Batch of Goods Tested Separately
Step 3: Product Testing
(1) Safety Testing Standards
UAE.S 5019 (Household Appliances, based on IEC 60335)
UAE.S 5033 (ITE Equipment, based on IEC 62368-1)
Key Testing Differences:
Plugs must comply with BS 1363 (UK Standard) or CEE 7 (EU Standard)
Ambient Temperature Testing (50°C High Temperature Operation)
(2) EMC Testing Standards
UAE.S 5059 (Conducted/Radiated Emissions, Limits 5dB Stricter Than CE)
UAE.S 5061 (Harmonic Currents, Class Equipment A must meet the following requirements:
Laboratory Requirements: Must be an ESMA accredited laboratory (see list)
Step 4: Submit Application
Required Documents:
Test Report (English/Arabic)
Product Technical Documents (including circuit diagrams and BOM)
UAE Importer's Business License (Foreign companies must appoint an agent)
Declaration of Conformity (DoC)
Application Method:
Submit through the ESMA online system ECAS Portal
Agent: A local agent (e.g., a Dubai consulting firm)
Step 5: Obtain the ESMA Mark
Marking Specifications:
ESMA mark (≥5mm) on the product or packaging
Certification number (e.g., ECAS-2024-XXXX)
Certificate Validity:
Type Approval: 3 years (requires annual review)
Batch Approval: Single-use
III. Key Considerations
1. Local Representative Requirements
Non-UAE companies must designate a local UAE agent:
Responsible for communicating with ESMA
Retain technical documents for at least 10 years
2. Labels and Instructions
Mandatory Content:
Arabic safety warnings (e.g., "تحذير: لا") (Illegible text)
Voltage Specification (230V/50Hz)
Exemption: Industrial equipment can use only English labels
3. Differences from other certifications
Item UAE ECAS Saudi Arabia SASO EU CE Plug Type BS 1363/CEE 7 SASO 2203 (UK Standard) Schuko (EU Standard) EMC Limits 5dB stricter than CE Same as CE EN 55032 Factory Inspection Sampling (20% probability) Mandatory Annual Review Self-Declaration Mainly
IV. Frequently Asked Questions
Q1: Can an existing CB report be directly converted to ECAS certification?
IECEE CB report is acceptable, but the following must be supplemented:
UAE plug test
Arabic label review
High temperature adaptability test (50°C)
Q2: Do wireless products require additional certification?
Dual requirements:
ECAS certification (safety + EMC)
TDRA certification (wireless radio frequency, such as Wi-Fi/Bluetooth)
Q3: Certification cycle and cost?
Timeframe: Type approval approximately 6-8 weeks (including document review)
Costs:
Safety testing: $800-$3000
EMC testing: $1000-$4000
Agency service fee: approximately $1500
V. 2024 Policy Updates
New Mandatory Products:
Energy storage battery systems (UAE.S 6002-2024)
Smart meters (must comply with UAE smart grid standards)
Digital Labeling:
ESMA logo must include a QR code (link to the ESMA database)
Carbon Footprint Declaration: Air conditioners and refrigerators must submit energy efficiency and carbon emission data.
