What is Chilean SEC Certification? SEC Certification Process and Requirements
Introduction to Chilean SEC Certification
The Chilean Superintendencia de Electricidady Combustibles (SEC) is the national agency in Chile that sets regulations for electrical products. The SEC (Superintendence of Electricity and Combustible Fuels) regulates electrical, gasoline, and fuel products entering the Chilean market through safety and energy efficiency regulations, and utilizes accredited laboratories and certification bodies. Before products can be sold in the Chilean market, they must obtain an accreditation certificate, an SEC QR code (as shown below), and an energy efficiency certificate through one of the following certification models (there are several models, which will be introduced below: Model 1, Model 2, and Model 6).
SEC Certification Basic Information
Certification Nature: Mandatory
Local Testing: Not Required
Local Representative: Required
Certificate Validity: Long-term
Certification Mark: Yes
Applicable Product Scope
Chile has mandatory certification for some household appliances. The product scope covered by Decree 399 is detailed in the "List of Mandatory Certification Electrical Products" published on the website of the Electrical and Flammable Materials Surveillance Committee. The "List of Mandatory Certification Electrical Products" currently includes approximately 100 products. About 30 of these must be tested using Chilean standards. The remaining products are tested and certified according to IEC standards. In principle, the SEC directly adopts IEC standards or Chilean standards equivalent to IEC standards. Chilean safety standards for electrical products (Chilean NCh standards) are based on IEC standards; the certification system for electronic products, such as consumer electronics, telecommunications equipment, and information technology equipment, is still under development. Certification Types: Chilean SEC offers six certification options, with the following three suitable for domestic use:
Certification Mode 1: Includes form testing + subsequent evaluation of each shipment
Mode 1 Process:
1. Provide at least 3 samples for testing and obtain an accreditation certificate and SEC QR code. After obtaining the accreditation certificate, the SEC QR code must be affixed to the product.
2. After the accreditation certificate is issued, the customer/applicant must inform us of the details of each shipment exported to Chile.
3. We will randomly select a certain number of samples based on the quantity of goods upon arrival at the port of each shipment for necessary testing. Products that pass the tests can be released to the market for sale.
Certification Mode 2: Includes formal testing + factory audit + semi-annual product evaluation testing + semi-annual market spot checks.
Mode 2 Process:
1. Provide at least 3 samples for testing and obtain an accreditation certificate and SEC QR code. After obtaining the accreditation certificate, the SEC QR code must be affixed to the product.
2. After the accreditation certificate is issued, market sampling tests will be conducted semi-annually (by Chilean laboratories in Chile), and factory sampling tests will also be conducted semi-annually.
3. An annual factory inspection will be conducted once a year (the certificate is valid indefinitely, as long as the factory inspection and sampling are accepted).
Certification Mode 6: Recognition of foreign certifications + surveillance testing for each batch.
Mode 6 Process:
1. Importers must first submit the product's existing certification certificates (such as GS, VDE, TUV mark, UL, etc.) to the Chilean SEC. Please note that the recognized foreign certification must be issued by a foreign issuing body recognized by IAF members or signatory countries, and the certificate must be verifiable on the issuing body's website.
2. The importer will notify us of the arrival of the imported goods at the port. We will arrange sampling and simplified testing and obtain the accreditation certificate.

If after-sales service is required, the following information must be provided: contact information and VAT information of the Chilean legal representative, and a letter of authorization from the manufacturer as the provider of technical services.
6. Instruction Manual, Installation, Operation, and Maintenance Manual (Spanish)
7. Quantity of each shipment
8. Customs Declaration (after arrival of goods at the port)
9. Local sales point in Chile (for market surveillance)
Other
1. All tests must be conducted at 220V, 50Hz.
2. The test unit is determined by the model involved in the test. Please confirm the test unit with us before testing.
