Electric bicycles exported to the EU must comply with RoHS 2.0 (2011/65/EU+2015/863), which is a mandatory requirement for CE certification. It regulates electronic and electrical components of the entire vehicle, with a core restriction on 10 hazardous substances. Homogeneous materials must meet the standards.
1. Mandatory testing for high-risk components of electric bicycles:
1. Lithium battery pack: plastic casing, BMS circuit board, terminal soldering, wire harness insulation layer (high cadmium/lead/phthalate content).
2. Controller: PCB board, solder, capacitor, plastic casing (lead / hexavalent chromium / flame retardant).
3. Motor: enameled wire, terminal, plastic end cap (lead/ortho-xylene).
4. Charger: PCB, solder, shell, wire (lead/DEHP).
5. Harness / Connector: Insulation, Terminal, Sheath (Phthalate / Lead).
6. Light fixtures / instruments: Plastic casing, LED substrate, solder (lead / mercury).
7. Frame / Painted parts: Coating, electroplating layer (hexavalent chromium / lead).
II. Certification Process (CE-RoHS)
1. Product disassembly: Disassemble the product into homogeneous materials (such as plastic casings, solder, and plating layers).
2. Sample testing: 3-5 prototype machines, with key components disassembled and sent to the laboratory (with CMA/CNAS/EU notification number qualifications).
3. Report issuance: Upon passing the test, a RoHS test report (including 10 items of data) will be issued.
4. Technical Documents (TCF): Bill of Materials (BOM), Material List, Test Report, Declaration of Conformity (DoC).
5. Affixing the CE Mark: Together with LVD/EMC/EN 15194, it constitutes CE certification.
6. Data retention: The report and TCF shall be retained for 10 years for random inspection by the EU.
III. Compulsory certifications that need to be applied for together:
* CE certification: RoHS is a mandatory requirement for CE certification, and it must be applied for in conjunction with EN 15194 (Machinery), EN 61000‑6‑1 (EMC), and EN 60335 (LVD).
* REACH: 10 items are regulated by RoHS, and REACH regulates SVHC (Substances of Very High Concern), with over 200 items by 2026, requiring compliance for both.
* WEEE: Waste Electrical and Electronic Equipment Directive, which complements RoHS, requires the registration of a recycling system.
