Russian EAC Certification
In today's global trade landscape, EAC certification has become a mandatory passport for the vast majority of industrial and consumer products entering the Eurasian Economic Union (EAEU) market, especially key countries like Russia, Kazakhstan, and Belarus. EAC certification, or Eurasian Conformity Certification, is legally based on the Customs Union Technical Regulations. It replaces the independent certification systems of individual countries, such as Russia's GOST-R certification, forming a unified product compliance assessment and labeling system. This aims to ensure that products placed in the EEU market meet uniform safety, environmental, and quality standards, while eliminating technical barriers to trade and promoting the free flow of goods among member states.
Understanding the core of EAC certification begins with clarifying its scope. The Customs Union Technical Regulations cover an extremely wide range of product categories, from machinery and equipment, electrical equipment, low-voltage electrical appliances, high-voltage equipment, and explosion-proof products to toys, children's products, cosmetics, food contact materials, light industrial products, personal protective equipment, automobiles and their parts, railway equipment, elevators, pressure equipment, and fuel and gas equipment. Companies must accurately apply the relevant specific technical regulations based on the characteristics of their products. For example, TR CU 004/2011 concerns low-voltage equipment safety, TR CU 020/2011 concerns electromagnetic compatibility, and TR CU 010/2011 concerns mechanical equipment safety. If a product is subject to multiple regulations, all applicable requirements must be met.
ECC certification primarily offers two certificate types: EAC Certificate of Conformity and EAC Declaration of Conformity. These are two documents with equal legal effect but significantly different procedures and responsible parties. EAC Certificates of Conformity are typically applicable to higher-risk products, such as critical equipment related to safety, health, and environmental protection, and children's products. This certificate must be processed by a certification body accredited within the EAC Union and issued based on an assessment of product test reports, technical documents, and production audits (if applicable). The certification body assumes partial responsibility for its conclusions. Applicants typically need to provide samples for testing in an accredited laboratory.
EAC Declarations of Conformity, on the other hand, are applicable to product categories explicitly listed in technical regulations that represent relatively lower-risk products. Its most distinctive feature is that the applicant (manufacturer or their authorized representative) is the responsible party, collecting evidence independently (such as test reports from their own or partner laboratories, technical documents, etc.), completing the registration declaration in the official information system designated by the alliance, and assuming full responsibility for product compliance. While the declaration process appears autonomous, the requirements for the completeness of technical documents and the validity of evidence are extremely stringent.
The general process for applying for EAC certification can be summarized in several key steps. The first step is product classification and regulatory identification, which is the cornerstone of all work and must be accurate. The second step is choosing the certification model and determining the application plan—whether to apply for a certificate or a declaration, and whether it's for single-batch delivery or serial production. Different plans have significantly different requirements and documents. The third step is preparing technical documents, which is the core step and typically includes product technical descriptions, drawings, manuals, risk analyses, bills of materials, previous certification certificates (such as CE), and crucial test reports. Test reports must be issued by laboratories accredited by the alliance or with which it has a mutual recognition agreement. The fourth step is submitting the application and sample testing (if required), either with the certification body or independently in the system. For serial production certification, a factory production audit may also be required. The fifth step is review and certification. After the certification body reviews and approves the application, it issues an EAC certificate of conformity, or the applicant successfully registers an EAC declaration of conformity. The final step is affixing the EAC mark. Certified products must bear the unified EAC mark on their bodies or packaging to clear customs and circulate in the market.

Insufficient technical documentation, misunderstandings of testing items, poor communication with the certification body, and failure to keep up with regulatory updates can all lead to project delays or even failure. Especially for series production certifications, ensuring the continuous compliance of the production system is crucial.
