Australian RCM Certification Standards and Requirements for Lighting Fixtures
Lighting fixtures include 3C certification, IP testing, quality inspection reports, energy efficiency certification, US FCC certification, CE certification, CB certification, UL certification, SAA certification, RoHS certification, and Energy Star certification.
RCM = Safety + EMC + Importer Declaration
SAA and C-Tick certifications will be phased out, replaced by RCM certification, which covers safety and EMC (C-Tick may still apply to some low-power wireless products).
Mandatory products are categorized according to AS/NZS 4417.2, mainly including household appliances, household appliance components, lighting fixtures, electrical accessories and lighting fixture components, electronic equipment, and electrical equipment. The catalog is published in the government gazette. Selling, renting, or displaying products without an approved certificate is illegal.
According to regulations, all electrical products must comply with the requirements of AS/NZS 3820 (similar to the European Low Voltage Directive (LVD)). This regulation stipulates that all products must comply with relevant Australian product safety standards, divided into three categories: Level 1, 2, and 3. AS/NZS 4417.2 specifies mandatory certification for Category 3 products, while Category 2 and 1 products do not require mandatory certification but must comply with RCM regulations.
Australia classifies electrical products into three hazard levels: Level 1 (low hazard); Level 2 (medium hazard); and Level 3 (high hazard), with a list of 56 products.
Level 1 certification requirements: generally refers to DC-powered products (EMC statement required for direct RCM certification application) (i.e., C-TICK).
Level 2 certification requirements: generally refers to AC-powered products (EMC statement + safety statement required for RCM certification application) (i.e., C-TICK).
Level 3 Certification Requirements: Refer to the checklist below (provide EMC statement + safety statement + SAA certificate) to apply for RCM certification + EESS registration.
Any electrical product with a voltage range of AC 50V~1000V; DC 120V~1500V must comply with Australian electrical safety laws.
From March 1, 2013, products must be registered in the Australian national database EESS and bear the RCM mark to be sold on the market.

Lighting Fixtures Australian RCM Certification Process:
1. Issue a test report according to the specifications within the scope of CNAS accreditation.
2. Submit the Australian RCM certification application form.
3. Submit the test report to the Australian certification body for document review.
4. The Australian body reviews the test report.
5. After review, the Australian body issues the RCM certificate.
Important Notes on Lighting Fixture RCM Certification:
1. The RCM logo must be uniformly added to the product. Note that this requirement was announced by Australia on April 19, 2013.
2. When applying for RCM safety certification for plug-in adapters, random plug testing must be performed.
3. For tube-type products: such as T8 LED tubes and fluorescent tubes, since users can directly replace them, the safety risks are relatively high. Samples need to be sent to Australia for evaluation.
4. The processing time may vary depending on the certification body.
