Turkey makes final anti circumvention ruling on China related polyester yarn
In June 21, 2018, the Ministry of economic affairs of Turkey issued Notice No. 2018/23 to make an anti circumvention final for imports of polyester yarns imported from mainland China, Taiwan, India, Thailand, Vietnam, Indonesia and Malaysia: the enterprises involved were exporting partially directional polyester yarn (Turkish: poliesterlerden K smen ekimli) Iplik) to circumvent anti-dumping measures, it decided to impose anti-dumping duties on the basis of CIF (CIF price). The tax rates are as follows: Hangzhou China Xiangsheng Textile Co., Ltd. (Hangzhou Xiangsheng Textile Co.), Ltd. Hengli Chemical fiber Limited by Share Ltd (Jiangsu Hengli Chemical Fibre Co.). Ltd.), Xiamen Xianglu Xiamen Fiber Co. (Ltd.) and other Chinese mainland enterprises are 8%; Taiwan area is 8%; India is 8%; India is 8%; Thailand is 6.88%~8%; Vietnam is 8%; Indonesia is 2.45%~8%; Malaysia is 8%. The Turkish tax number of the products involved was 5402.46.
On March 4, 1999, Turkey initiated an anti-dumping investigation on polyester yarn originating in Taiwan, India and South Korea. On June 27, 2000, the Ministry of economic affairs of Turkey issued announcement No. 2000 / 7, which imposed anti-dumping duties of 9.9% - 28.6%, 6.8% - 20.3% and 33.7% on the CIF price of the products originated in Taiwan, India and South Korea respectively. The Turkish tax number of the products involved was 5402.33. On June 24, 2005, Turkey launched a sunset review investigation against Taiwan, India and South Korea. On December 21, 2006, the Ministry of economic affairs of Turkey issued announcement No. 2006 / 31, extending the anti-dumping measures of the products involved in the above-mentioned countries / regions. On November 29, 2011, Turkey launched the second sunset review investigation on the products involved in the above countries / regions. On November 27, 2012, the Ministry of economic affairs of Turkey issued announcement No. 2012 / 22, extending the anti-dumping measures against Taiwan and India for the second time, and ending the anti-dumping measures against South Korea on December 21, 2011.
On December 4, 2007, Turkey initiated an anti-dumping investigation on polyester yarn originated from China, Indonesia, Thailand and Malaysia. On December 31, 2008, the Ministry of economy of Turkey issued announcement No. 2008 / 41, imposing anti-dumping duties of US $268 / T to US $351 / T, US $48 / T to US $240 / T, US $198 / T to US $300 / T and US $276 / T to the products involved in the case in China, Indonesia, Thailand and Malaysia respectively. On December 17, 2013, Turkey launched an anti-dumping sunset review investigation against the products involved in the above countries. On December 17, 2014, the Ministry of economic affairs of Turkey issued announcement No. 2014 / 41, extending the anti-dumping measures on the products involved in the case of China, Indonesia and Malaysia, and terminating the anti-dumping measures of Thailand products involved in the case from December 31, 2013.
On May 15, 2015, Turkey launched an anti-dumping investigation on polyester yarn originated from Vietnam and Thailand. On November 12, 2016, Turkey issued announcement No. 2016 / 40, imposing anti-dumping duties of 34.81% - 72.56% and 6.88% - 37.69% on Vietnam and Thailand respectively.
In February 25, 2017, the Ministry of economic affairs of Turkey issued 2017/5 notice to initiate investigations on the anti circumvention of polyester yarns originating from Chinese mainland, Taiwan, India, Thailand, Vietnam, Indonesia and Malaysia: to examine whether the enterprises involved have slightly altered the products involved to circumvent anti-dumping measures. On August 4, 2017, Turkey issued announcement No. 2017 / 20, which made preliminary anti circumvention judgment on the products involved in the case of the above countries / regions and began to levy temporary anti-dumping duties.
