Indonesian DJID Regulation No. 469 of 2025 Takes Effect: Mandatory Certification Required for Export of Wireless Communication Products
In November 2025, the Indonesian Ministry of Communication and Digital Affairs officially released Regulation No. 469 of 2025, explicitly requiring all equipment with telecommunications or radio frequency (RF) functions to undergo mandatory certification by the Indonesian DJID (Directorate General of Information and Communication Technology Development). This regulation officially took effect on December 7, 2025.
According to Regulation No. 469 of 2025, the certification triggering conditions are based on the functional attributes of the equipment, rather than being limited to the Customs Code (HS Code) list. This means that even if a product category is not listed in the official HS list, it will be subject to mandatory certification if it integrates any of the following wireless communication technologies:
Wi-Fi (Wireless Local Area Network)
Bluetooth
Cellular Network (2G/3G/4G/5G)
NFC (Near Field Communication)
LPWAN (Low Power Wide Area Network, such as LoRa, NB-IoT)
Other RF transmission functions. The regulations cover a very broad range of product categories, including not only traditional communication devices (such as smartphones, laptops, and wireless routers) but also explicitly covering smart home appliances with communication functions, such as smart refrigerators, air conditioners, and rice cookers. This change significantly expands the compliance boundaries and has a substantial impact on Chinese manufacturers exporting to Indonesia.
For Chinese wireless communication equipment manufacturers, smart home exporters, and global distributors, if their products are planned to enter the Indonesian market, they must complete the DJID certification process before mass production or customs clearance.
