In order to build and improve the animal epidemic prevention system in China, prevent the spread of animal epidemics, ensure food safety and ecological environment safety, and promote the healthy development of the animal husbandry industry, in August 2007, the state issued the "Animal Epidemic Prevention Law of the People's Republic of China", in April 2012, the "Notice on Further Strengthening the Supervision of Harmless Treatment of Dead Animals" was issued, in September 2013, the "Pilot Program for Establishing a Long-Term Mechanism for Dead Animals" was issued, and in October, the "Technical Specifications for Harmless Treatment of Dead Animals" and other relevant legal provisions were issued. In the "Opinions on Establishing a Harmless Treatment Mechanism for Dead Livestock and Poultry" released in October 2014, it is required to build a harmless treatment system for dead livestock and poultry as soon as possible and construct a scientific, complete and operational treatment mechanism. At present, various animal diseases are widely prevalent. After an animal epidemic occurs, it is generally burned in the open air and then buried deeply. This treatment method has many disadvantages. For example, incomplete burning leads to a low sterilization rate, deep burial will cause secondary pollution to the soil and groundwater, and the direct emission of flue gas from the wetting machine in the breeder hatchery will pollute the air and affect the surrounding environment. As the relevant state departments have increasingly strict requirements for the harmless incineration of animal epidemic emergencies, it is required that the harmless incineration of animal epidemic emergencies must meet the national environmental protection requirements.
The wetting machine of the harmless treatment equipment adopts the wetting method to use the steam generator to generate high-pressure saturated steam, which directly contacts with the animal carcass tissue. When the steam encounters the animal carcass and condenses into water, a large amount of heat energy is released, which can melt the grease and solidify the protein. At the same time, with the help of high temperature and high pressure, the pathogen can be completely killed. The animals processed by the wetting machine can be processed into industrial oil, and the other residues produced can be used as plant fertilizer.
