Content overview:
Based on protecting the health of the people, the relevant departments have carried out scientific safety risk assessments, conducted in-depth research and fully learned from the regulations and standards of chemical organizations, developed countries and regions, and put forward strict requirements on key risk points such as tobacco equipment and materials, atomizers, additives and releases, ensuring the scientificity, applicability and advancement of the standards.
The formulation of management measures, national standards and other supporting policies is based on the implementation of the requirements of the Party Central Committee and the State Council to promote the legalization and standardized governance of the industry, solve the outstanding problems in the current market and industry, and protect the health of the people. It is also an important measure to conscientiously implement the Tobacco Monopoly Law and its implementing regulations.
According to the National Standardization Administration, the State Administration for Market Regulation and the National Standardization Administration recently approved the mandatory national standard (GB41700-2022), which will be implemented on October 1, 2022. The national standard "" is reported and implemented by TC144 (National Tobacco Standardization Technical Committee), and the competent department is the State Tobacco Monopoly Administration.

Test items:
Test items and specifications for electronic cigarettes:
1. Anti-filling: Electronic cigarettes and chimneys that use electronic cigarette liquids should have a closed structure to avoid artificial filling.
2. Anti-leakage liquid: Electronic cigarettes and chimneys that use electronic cigarette liquids should have good sealing performance and should not leak.
3. Operation protection: Electronic cigarettes should have the performance to prevent children from starting and avoid unexpected operation functions.
4. Atomization zone temperature: not higher than 350℃.
5. Waterproof: must meet the requirements of IPX4 protection level in Chapter 6 of GB/T4208-2017.
6. Pressure relief safety: When the internal pressure of the electronic cigarette group is caused by battery failure, the pressure relief direction cannot be the same as the inhalation direction.
7. Drop strength: Electronic cigarettes are not allowed to catch fire or explode after falling. The test items of the national standard GB41700-2022 for e-liquid are of great significance for protecting consumer health and regulating market order.
Atmospheric aerosol test items and standard specifications:
1. Nicotine: The nicotine concentration in atmospheric aerosol shall not exceed 20 mg/g, and the total nicotine shall not exceed 200 mg.
2. Impurities and pollutants: 2,3-butanedione ≤ 22.0 mg/kg, heavy metals (Pb) ≤ 10 mg/kg, arsenic (As) ≤ 3 mg/kg
Electronic cigarette emission test items and standard specifications:
1. Nicotine release: no more than 0.2 mg/mouth.
2. Emission of carbonyl compounds: formaldehyde ≤7.0μG/inhalation, acetaldehyde ≤30.0μG/inhalation, acrolein ≤5.0μG/inhalation, 2,3-butanedione ≤2.5μG/spray
