EU RoHS DEHP, BBP, DBP and DIBP Restrictions

Electrical and Electronic Equipment:

The maximum working voltage is not more than 1000 volts for alternating current and 1500 volts for direct current, equipment which depends on electric current or electromagnetic field for normal operation, and equipment which generates, transmits and measures said electric current or electromagnetic field.

On June 4, 2015, the European Commission published Directive (EU) 2015/863 in the Official Gazette to amend Annex II of 2011/65/EU. Three ortho-benzenes listed as priority substances were added to Annex II, in addition, an ortho-benzene DIBP was added, and the restriction proposal on HBCDD, one of the priority substances, was abandoned. There are currently 10 mandatory controlled substances in Annex II of RoHS 2.0. The details are as follows:

On July 22, 2019, electronic and electrical equipment other than medical equipment and monitoring tools in the EU market must implement this mandatory control. From July 22, 2021, medical equipment (including in vitro medical equipment), monitoring and control instruments (including Industrial monitoring and control instruments) will also be included in the scope of this control.

DEHP, BBP, DBP and DIBP restrictions do not apply to: Cables, repair parts and reused parts placed on the market before July 22, 2021, renewal of electrical and electronic functions or capacity upgrades, placed on the market before July 22, 2021 medical devices (including in vitro medical devices), monitoring and control instruments (including industrial monitoring and control instruments). The DEHP, BBP and DBP restrictions on toy products do not refer to the RoHS directive, but should comply with the restriction requirements of Article 51 of Annex XVII of REACH Regulations.

Manufacturer Responsibilities:

• Ensuring compliance with restricted substances requirements when products are placed on the market

• Prepare technical documentation and implement internal production controls in accordance with Mode A of Annex 2 of 768/2008/EC

• Make EU Declaration of Conformity for compliant products and affix CE mark on finished product

• Keep relevant technical documents and EU declarations for 10 years after the product is put on the market

After meeting the above conditions, the CE mark can be affixed to electronic products:

EU Declaration of Conformity:

1. The unique identification number of the electrical and electronic equipment;

2. The name and address of the manufacturer or authorized representative;

3. The manufacturer is solely responsible for this statement;

4. The declared product (traceability of the product);

5. Products comply with RoHS requirements;

6. References to the use of harmonized standards, or references to technical documents related to the declaration of conformity;

7. Additional information: Representative's signature (place and date of issue) (name, title) (signature).
