— Requirements for qualifications —
Those who have obtained the first-level test-based installation (repair, test) power facility permits can engage in testing activities for power facilities of all voltage levels. Applicants should meet the following conditions:
1. Possess legal personality and perfect organizational structure;
2. Registered capital and net assets above 48 million yuan
3. More than 2 consecutive years of experience in testing activities for lines and substation facilities above 330 kV or more than 3 consecutive years of experience in testing activities for lines and substation facilities above 220 kV
4. The person in charge of technology and the person in charge of safety has more than 8 years of experience in power facility test management, and possesses senior technical qualifications in power-related majors;
5. More than 50 professional technical and economic management personnel, including more than 35 professional engineering and technical personnel related to electric power;
6. There are more than 35 electricians holding a network operation permit, including more than 10 high-voltage electricians and more than 15 special electricians;
7. Complete and effective safety production organizations and systems, carry out safety training in accordance with the law, and have more than 5 full-time safety supervisors
8. The total area of fixed business premises is more than 6000 square meters, various professional laboratories and test sites and equipment for testing power facilities with voltage levels above 330 kV
9. A sound technical file management system
