The United States views its relations with its neighbors in the Western Hemisphere as vital to generating prosperity and solving “the transnational challenges that no one country can solve on its own,” according to Deputy Secretary of State William Burns.
The experts convened at the meeting are looking beyond the agricultural basics to technical issues such as crop genomics, seed technology, and agricultural finance and risk management. The head of the U.S. Agency for International Development (USAID), Rajiv Shah, reminded the private-sector audience of the huge advances made by the Green Revolution in the 1970s and said he hoped for a repeat of that success.
 “We welcome and encourage our hemispheric partners’ increasing engagement outside the Americas, as we work together to address issues like armed conflict, food security, energy security, management of water resources and climate change,” Burns said in a speech to the Conference on the Americas in Washington May 8.
Various economic, market and weather events combined to drive up food prices during that time to a level that reversed a 40-year pattern of declining hunger worldwide and shoved more than 100 million people back to extreme hunger and poverty.
The deputy secretary said in recent years, the countries in the Western Hemisphere have set a powerful example of how important democracy is to reinforcing economic progress, social inclusion, human rights and peace. He noted that in the past 15 years, the middle class in Latin America and Caribbean has grown to more than 275 million people, nearly half the population, and the size of the middle class is projected to swell to 70 percent by 2030. “On balance, the Americas today are more prosperous, freer and better governed than at any other point in history,” he said.
Educational initiatives, such as Brazilian President Dilma Rousseff’s Science Without Borders and President Obama’s 100,000 Strong for the Americas, Burns said, are critical to the success of the hemisphere in knitting together a successful trans-Pacific community. Both leaders want to send hundreds of thousands of young scholars and researchers abroad in the coming years to enhance the capacity to “educate, create and innovate” in the Western Hemisphere, he said.
The deputy secretary said that when the countries in the Americas focus on common goals and shared values of fair economic competition, democracy and social inclusion, they will not only benefit their own citizens but also will “continue to show the world that free societies and open markets remain the best prescription for human progress and development.”
