The South African National Enforcement Regulations Act (Act 5 of 2008) was promulgated in the Government Gazette 31216 on July 4, 2008, and was enforced on September 1, 2008. It is controlled by the South African agency NRCS. NRCS is the abbreviation of National Regulator of Compulsory Specification. The Chinese name is the National Mandatory Requirements Management Department. It was formerly the SABS-certified regulatory department and has since become an independent department.

All electronic and electrical products that meet the requirements, whether exported or sold in the South African market, must apply to the NRCS for an authorization letter as a customs clearance and sales pass.

There are five major categories of electrical and electronic products listed in the mandatory specifications:
1. Household and similar products;
2. Information technology products;
3. Electronic entertainment equipment;
4. Hand-held power tools;
5. Wires and cables.
