5. If the inbound and outbound articles mailed by individuals exceed the prescribed limits, they shall go through the formalities of return or customs clearance in accordance with the customs regulations.
6. For the import and export of commercial postal materials, customs clearance procedures shall be handled in accordance with the provisions on goods.
