after the heater plug in ,pls push the button of on/off.then the heater will begain to work ,you can push the "+" or "-" to adjust the temperature between 20 to 32.when the heater work ,you will see the heating network will turn red and the fan will make some sound,all these are normal phenomenon,especially the fan ,it's designd to cool the heater ,otherwise the inside of heater will be so hot . if you really mind the sound made by the heater,pls pay attention to make order .if have any quality issue ,pls contact us first ,we will help resend or refund asap.
