Active buzzer directly connected to the rated power supply (new buzzer are stated on the label) can be a continuous sound; rather passive and electromagnetic buzzer speaker is the same, you need to take in order to sound the audio output circuit.
The electromagnetic buzzer is composed of oscillator, the electromagnetic coil, magnets, diaphragm and shell vibration. After power on, the oscillator in buzzer can generate the audio signal current, which then make the electromagnetic coil generate the magnetic field.
An active buzzer will generate a tone using an internal oscillator, so all that is needed is a DC voltage. A passive buzzer requires an AC signal to make a sound. It is like an electromagnetic speaker, where a changing input signal produces the sound, rather than producing a tone automatically.
Universal passive buzzer, 16 ohm. Driving mode and the working principle and the same as ordinary loudspeaker. Passive buzzer  means need to add audio driver signal to make it sound, corresponding to the active buzzer. Active buzzer need only on the DC will beep,active buzzer internal oscillator!
