Yingkou was formerly known in the west of Newchwang (pinyin: Niúzhuāng; Manchu: Ishangga gašan hoton); it was one of the Treaty Ports opened under the Treaties of Tianjin of 1858. In fact the actual town of Niuzhang was about thirty miles upstream of Liao He, within today's county-level city of Haicheng. After the treaty had been signed, the British found that the river near Newchwang was too shallow for their ships. Instead, the treaty port was moved to the area nearer to the river mouth where today's Yingkou is located.

To avoid confusion between the two locations, careful English writers of the early 20th century would sometimes use "Newchwang" for Yingkou (explaining that "Ying-kow, ... outside Manchuria, ... is known only as Newchwang") and Niu-chuang (the proper Wade-Giles transcription of niuzhuang) for the actual inland Niuzhang Town.

It is thus very feasible that in 10 to 15 years' time, Yingkou can be a major international port and distribution center for Northeast China, Central and Eastern U.S.S.R (currently Russia), Mongolia and China's lnner Mongolia. It is also likely to be one of the tech metropolis with a galaxy of talent and flourishing economy of the Northeast Asia region. It is based on reasonable theories that Yingkou has the incomparable advantages such as its hinterland industry foundation, natural resources, qualified professionals, geographic position, port facilities, etc., which any other economic development zones and special zones in China so far cannot catch up with.
