1. Product Introduction
SABER is the official electronic conformity assessment system launched by SASO (Saudi Standards, Metrology and Quality Organization), serving as the mandatory market access qualification for all electrical and radio frequency telecommunication equipment imported and sold in Saudi Arabia. As high-power professional RF telecom devices, 4G/5G base station amplifiers, outdoor signal repeaters, rack-mounted RF boosters and DAS system amplifiers are classified as regulated high-risk wireless products, requiring mandatory GCC RF compliance and SABER dual certification.
All base station amplifiers supplied by Chinese manufacturers for Saudi telecom infrastructure projects, industrial bulk procurement and cross-border e-commerce sales must complete standardized SABER registration. The certification adopts a dual-certificate system: PC (Product Conformity Certificate for annual product registration) and SC (Shipment Conformity Certificate for batch customs clearance). Non-compliant products will face Saudi customs detention, clearance rejection, project bidding disqualification, platform delisting and official market sales prohibition. 2. Standard SABER Testing & Certification Process
Standardized supplier-oriented workflow, matching Chinese factory batch export and Saudi market regulatory requirements:
Step 1. Product Risk Classification & Scheme ConfirmationClassify base station amplifier risk level per SASO regulation, confirm applicable GCC RF, EMC and electrical safety standards, verify existing valid test data for reuse, and confirm fixed quotation with no hidden charges.
Step 2. Documents & Mass-production Samples SubmissionSuppliers submit finished amplifier samples and complete technical documents including circuit schematic, PCB layout, BOM list, RF parameter datasheet, multi-angle product photos, English user manual and Arabic compliance label draft.
Step 3. Full-item Laboratory Compliance TestingComplete official standardized testing covering RF radio frequency performance, electromagnetic compatibility interference and electrical safety indicators. Conduct data calibration and screen unqualified items, provide targeted circuit and parameter rectification optimization solutions.
Step 4. Technical File Sorting & AuditOrganize standardized SASO-compliant technical dossiers and formal test reports, complete internal data review to meet SABER official system submission standards.
Step 5. SABER Platform PC Certificate RegistrationSubmit qualified materials to the official SABER system for review, issue annual valid PC product conformity certificate after approval to complete product official filing.
Step 6. Batch SC Shipment Certificate IssuanceFor each export batch, submit invoice, packing list and bill of lading information to apply for SC shipment certificate, supporting single-batch customs clearance.
Step 7. Lifelong After-sales Compliance SupportProvide certificate filing management, label specification guidance, customs clearance technical support and long-term consultation for SASO official market random inspections and buyer factory audits.
3. Testing & Certification Cycle
Standard Full Process (Lab Test + PC Registration): 18–25 working days
Fast Track (Reuse qualified GCC/CE test data): 10–15 working days
Single Batch SC Clearance Certificate: 1–3 working days per batch
Note: The above cycle excludes sample delivery, document revision and product rectification retesting time. Multi-band high-power outdoor amplifiers require extended testing cycles.
4. Testing Sample Requirements
All submitted test samples must be consistent with formal mass-production export products to ensure valid SABER certification results:
Sample Quantity: 3 PCS mass-production finished units for conventional indoor base station amplifiers; 2 PCS complete machines with original power adapters and supporting accessories for high-power outdoor rack-mounted amplifiers.
Sample Status: Brand-new unmodified mass-produced samples. RF circuit design, core amplifier chip, component specification, firmware version and hardware configuration must be fully consistent with bulk export products. Private disassembly, parameter adjustment or component replacement is prohibited.
Required Documents: Product specification sheet, RF gain & power parameter table, core component certification, product multi-angle photos and Arabic & English compliant user manual.
5. Important Testing & Compliance Notes
Dual PC & SC Certificate Mandatory Rule: SABER certification implements a two-stage system. The annual PC product certificate is for product qualification filing, and the batch SC certificate is mandatory for each shipment. No SC certificate means unsuccessful Saudi customs clearance.
Independent Whole-device Certification Required: Internal RF module certification cannot replace finished base station amplifier SABER certification. Changes in peripheral circuits, output power and antenna matching will invalidate module test data, requiring standalone whole-device testing and registration.
Strict RF Spurious Emission Control: Saudi SASO strictly restricts out-of-band spurious interference of high-power RF equipment. Excessive stray radiation is the main cause of test failure, which may interfere with local public communication network signals.
Exclusive Model & Parameter Validity: SABER PC certificate is bound to fixed product model, frequency band, output power and hardware scheme. Any modification of RF circuit, firmware program and heat dissipation structure requires re-testing and re-registration.
Arabic Label & Manual Specification: Export products and outer packaging must be equipped with standard Arabic compliance labels and qualified Arabic user manuals. Non-standard language documents will lead to SABER review rejection.
Fixed Certificate Validity Period: PC product certificate is valid for 1 year and requires annual renewal; SC shipment certificate is only valid for the corresponding single batch of goods and cannot be reused across batches.
Long-term File Retention: Suppliers shall permanently retain complete test reports, PC/SC certificates and technical files to cope with SASO official market supervision inspections and Saudi customer factory audits.
