For a reflective item, mainly it will have 2 kinds of testing, one is the chemical testing for toxicity like CE EN71, REACH, Phthalate free, the other is the safety purpose of reflection (coefficients of luminous intensity R(CIL) ), like CE EN13356;

1, What is CE EN13356?
The standard covers three types of accessories:
Type 1 Free hanging accessories (such as our hangers)
Type 2 Removable accessories (such as our slap wraps and soft bands)
Type 3 Mounted accessories (such as our high-strength adhesive stickers)
Accessories are required to meet both surface area and reflective requirements of the standard. When mounting the reflector on a garment the surface area of the accessory shall be such that the reflective value requirements are met. The surface area for type 1 accessories shall be between 15cm2 and 50 cm2 per side. If a type 1 accessory is reflective on two sides the thickness shall be maximum of 10mm. Each type 2 and type 3 accessory is required to have a surface area exceeding 15 cm2.
The EN13356 standard specifies the optical performance requirements for accessories that are worn, attached to
or carried by persons and that are designed for non-professional use. Visibility accessories complying with this standard are intended to signal the user’s presence visually when illuminated by vehicles on darks roads. This standard is not applicable to garments.
The European Norm 13356 determines the visual requirements for reflective accessories for non-professional use. As this norm deals with requirements for accessories, it is not as strict as those in the consequently described norms EN 1150 and EN 471 for reflective clothing. Accessories manufactured in accordance with EN 13356 are especially recommended for additional use on unlighted streets.
2, Promotional Reflector and Professional Reflector
We always meet the unclear conditions for CE of the reflective items for slapwrap , hangers and stickers etc.
If you want to sell it as a ‘Reflective’ item for traffic safety, strictly speaking, the reflective items should meet CE EN13356 in Europe. Let’s call it Professional Reflector.
But if you want to sell it as a slapwrap or hangers only, only need EN71 which is for toys. Let’s call it Promotional Reflector. For example, the reflective hanger, if you sell it as a ‘PVC hanger’ or ‘PVC keychain’ , so there is no EN13356 needed of course.
For EN13356 materials. the price will be about 2 to 2.5 times than normal items made of China made material. No material made in China can pass the EN13356 testing at present.
so consider this question for Promotional Reflector or Professional Reflector when you want to make a reflector project. Normally, the EN13356 is much important than the EN71, since reflectors are for safety use. the user of reflector will be in danger if taking with a weak reflective reflector.
3, How many material colors are avaiable.
for CE EN13356, there are only 2 colors avaiable. yellow or silver
for non-EN13356, we have many colors
