Is it possible to extract fibers from a source, which has 60-70% moisture?
YES.
Is there any need to dry the EFB before fiber extraction?
For fiber making process, dry or fresh EFB are ok. But buyer may have requirements for finished fiber, so you will need to use a dryer to reduce the MC of fiber.
