Inquiry about LED Flush Mount Ceiling Light

We are seeking an OEM partner for LED flush mount ceiling lights to integrate with an IoT monitoring system.  
Our requirements include a round shape with 300-400mm diameter and minimum 50mm cover depth for internal module space. Power must be 18W-24W and compatible with AC100V voltage. Certification for PSE in Japan market is essential.  
We need sample orders of 5-10 units for evaluation, followed by initial production of 50-100 units and potential annual volumes of 500 units.  
Key questions include availability of models with deep covers, customization options like adding a center hole, MOQ for custom orders, experience with PSE certification, lead times for samples and production, and unit pricing for 10/50/100 units.  
Shipping destination is Japan, with air freight preferred for samples.
