Inquiry about Pre-personalized Polycarbonate ID Cards

We are seeking qualified manufacturers capable of producing pre-personalized polycarbonate ID cards.  
The required quantity is 18 million pieces.  
Manufacturers must meet the following qualification requirements:  
- Financial capability demonstrated by audited financial statements for the last three years.  
- Relevant experience with similar products, including successful contracts of specific values.  
- Documentary evidence such as compliance sheets, technical specifications, and quality test certificates.  
Additionally, the manufacturer must agree to sign a Joint Venture Agreement and provide a Power of Attorney.
