Inquiry about 3D Character Models

I am seeking a manufacturer for a first-time production project of custom 3D character models developed entirely from provided photographs, with no physical sample available.  

Project structure involves creating 3D modeling from photos first, followed by production of 60 sample pieces after model approval. Minor revisions can be made at the sample stage. Upon approval, the minimum order is 12,000 pieces, with a planned follow-up order of 120,000 pieces.  

Commercial terms require any 3D modeling cost to be treated as a one-time development expense, fully deducted from the initial 12,000 pcs order or included free as part of long-term cooperation.  

Quality must ensure facial features, proportions, and colors exactly match reference photos, with no changes to expression, hairstyle, clothing, or color tones. Consistency and repeatability in mass production are critical.
